Dental treatment on your government panel, explained step by step

RGHS, CGHS, ECHS, RHB, Indian Railways and Saras each have a different route to dental care — different cards, different referrals, different paperwork. This guide sets out all six, so entitled patients in Jaipur stop paying out of pocket by mistake.

RGHS

Rajasthan Government Health Scheme
Cashless at empanelled hospitals

Serving and retired Rajasthan state government employees, pensioners and their dependants holding an RGHS card.

The route, in order

RGHS covers listed dental packages at listed rates. Elective cosmetic work is normally outside the scheme — ask for the written estimate before agreeing to it.

CGHS

Central Government Health Scheme
Cashless for pensioners; reimbursement route for serving employees

Central government employees, pensioners and dependants with a valid CGHS card, treated at empanelled facilities.

The route, in order

  1. 1Get a referral / permission from your CGHS wellness centre where the scheme requires one for the procedure.
  2. 2Bring the referral, your CGHS card and photo ID to the OPD.
  3. 3The dentist records the diagnosis and maps the plan to the CGHS-listed procedure and rate.
  4. 4Pensioners are treated cashless against the card; serving employees usually pay and claim reimbursement at CGHS rates.

Keep the original itemised invoice. A summary receipt without the procedure-wise breakup is the most common reason a dental reimbursement claim is returned.

ECHS

Ex-Servicemen Contributory Health Scheme
Cashless via polyclinic referral

Ex-servicemen, war widows and dependants holding a 64KB ECHS smart card.

The route, in order

  1. 1Report to your parent ECHS polyclinic and obtain a referral for dental treatment.
  2. 2Bring the referral slip and ECHS card to the OPD; the referral validity period matters, so come within it.
  3. 3Treatment is billed to ECHS at approved rates against the referral.
  4. 4If the clinical need changes mid-treatment, a revised referral may be required — reception will tell you before proceeding.

Watch out

Walk-in treatment without a polyclinic referral generally cannot be billed to ECHS afterwards. Get the referral first.

RHB

Rajasthan Housing Board
Reimbursement

RHB employees and pensioners covered under the board's medical rules.

The route, in order

  1. 1Attend the OPD and have the diagnosis and planned procedure recorded.
  2. 2Pay for treatment and collect the itemised invoice plus the treatment summary.
  3. 3Submit both to your RHB establishment section with the department's claim form.
What to carry

Watch out

Ask for the invoice in the beneficiary's name exactly as it appears in service records.

Indian Railways

Indian Railways employee and pensioner dental care
Referral / reimbursement

Railway employees, RELHS pensioners and dependants.

The route, in order

  1. 1Obtain a reference from your railway health unit or divisional hospital for dental treatment.
  2. 2Bring the reference, medical card and photo ID to the OPD.
  3. 3Treatment is provided and billed as per the reference route; keep every document you are given.
  4. 4Submit the itemised invoice and summary through your health unit for settlement.

Watch out

Emergency treatment can usually be regularised afterwards, but the paperwork is far simpler when the health unit is informed the same day.

Saras

Rajasthan Co-operative Dairy Federation (Saras)
Reimbursement

Saras employees and dependants under the federation's medical scheme.

The route, in order

  1. 1Attend the OPD; the diagnosis and procedure are recorded in writing.
  2. 2Pay and collect the itemised invoice and treatment summary.
  3. 3Submit to your federation office with the internal claim form.

Confirm your annual dental entitlement with the office before a long multi-visit plan such as implants or braces.

Common questions from panel patients

Do I pay anything at all under a cashless panel?

Under a cashless panel the approved package is billed to the scheme. Anything you choose that sits outside the approved package — for example an upgraded cosmetic material — is quoted to you in writing before it is done, and you decide.

Can I use my panel for dental implants or braces?

It depends on the scheme's own listed packages and your entitlement, not on the hospital. Bring your card to the OPD and we will map the clinical plan to what your scheme lists, and give you a written estimate for anything outside it.

What if I come in an emergency without my referral?

You will be treated first. Tell reception which panel you belong to on the same day so the paperwork can be started; several schemes allow emergency treatment to be regularised afterwards.
